Other Jobs Fall Under Low-Skilled Group

The Philippine Overseas Employment Administration has broadened the “low or semi-skilled” workers category to include 44 other jobs aside from household service workers.

In a memorandum dated June 15 this year, the POEA categorized as low and semi-skilled the following jobs for female workers all over the world except for Canada: aerobic instructress, attendants (gasoline station, food), baker, dressmaker/seamstress, hairstylist/nail technician, cashier, chambermaid, checker, clerk, cook, customer service assistant, dishwasher, florist, receptionist, helper, janitress/cleaner, kitchen helper, laundrywoman and masseuse/reflexologist.

The category also includes merchandiser, poultry worker, printer/canvasser, public work worker, restaurant worker/amusement park worker, sales representative, saleslady/supermarket worker, sandwich maker/sweet maker, secretary, service crew, skin care specialist, storekeeper, telephone operator, and waitress.



Male workers who will be going to Bahrain as bartender, butcher, carpenter, liaison officer, machine operator, mason, master cutter, painter, plumber, room boy, and tailor also fall under the same category.

A separate memorandum, lists the requirements for the processing and issuance of POEA exit clearance for overseas Filipino workers under this category. Low and semi-skilled workers are now compelled to have the Philippine Overseas Labor Office in their country of destination verify their individual contracts before the POEA could process their departure.

The memorandum also details the steps for verifying and registering the employer, approving job orders and documenting low and semi-skilled workers.
The orders issued aim to “strengthen the protection mechanism” for OFWs under this category. Recruitment agencies, however, are against the new orders claiming this would result to their slow deployment.
