Candidates allowed to spend only P3 per voter on barangay polls

Although many have tried to propose the deferment of the barangay and Sangguniang Kabataan (SK) election this year, it will definitely push through as evidenced by all the posters that you will see around your neighborhood.
In the light of the upcoming election, the Commission on Elections (Comelec) has issued reminders to the candidates of the barangay and SK elections, which will be on October 25, that they are allowed only to spend P3 per voter.
In its directive, the Comelec said that candidates’ aggregate expenses should not exceed P3 viz-a-viz the total number of registered voters in their barangay where they seek to be elected. It was stated in the Comelec Resolution No. 9043 which contains the rules and regulations governing election campaign, propaganda, contributions and expenditures of candidates. The resolution is in line with the Republic Act 9006, or the Fair Elections Act.
The said resolution states that candidates, their spouses or any relative to the second civil degree of consanguinity or affinity or their campaign managers, agents or representatives shall not directly or indirectly make any donation, gift in cash or in kind or contribute to the construction or repair of any infrastructure during the campaign period that runs from October 14 to 23.
Legitimate scholarships and school contributions that were habitually made by the candidates should be done before the prohibited period, according to the Comelec. In line with the said resolution, the Comelec also prohibits any fund raising activities during the elections period.
To account for their election expenses, the candidates are given until November 20 to file an itemized statement of all contributions and expenditures to the poll office where he or she filed the certificate of candidacy. Elected officials shall not assume their duties until the said statement of contributions and expenditures has been filed.
